TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, June 4, 2008 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilman Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the regular meeting of May 7th were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted.

Correspondence: Mayor Bourgeois advised that Mrs. Eula LeJeune, Registrar of Voters, will have a voter registration on July 16th at Benedetto's Supermarket from 10:00 am to 2:00 p.m.
The LMA District H meeting will be held on June 23 at 6:30 p.m. in Slaughter. Those interested in attending should contact the office.

Parish Council: Mr. PeeWee Berthelot, Parish President, spoke in the absence of Mr. Randy Mouch. He advised that the Parish is still looking at the "dog" problem. He also spoke on the high number of court subpoenas that the Addis police have in District Court. A short discussion was held on the Town tickets being sent to District Court, however, in the absence of the Police Chief, no action was taken.

Police Report: The monthly police report, given by Assistant Chief Jones, included 137 tickets issued; 19 misdemeanor arrests; 5 felony arrests; and 13 vehicle crashes worked. The misdemeanor arrests were: 7-traffic (1 DWI); 7 disturbing the peace; 2 battery on an officer; 2 discharge of firearm and 1 damage to property. The felony arrests were: 3 narcotics; 1 burglary; and 1 second degree battery.

Sewer Report: The monthly sewer report, given by John Artigue, included 20 equipment failures; 3 jammed pumps; 1 leak and 1 miscellaneous. Two tank lids were replaced; the sewer machine was run in Addis Place to unplug a line; and pressure testing of the sewer lines in Sunset Place was completed.

Planning & Zoning: West Side Fellowship Church: A motion was made by Councilman Cazes, 2nd by Councilman Toups and adopted to accept the recommendation of the Planning & Zoning Commission and grant a special exception to the Riverside Fellowship Church to conduct church services in the old Cajun Outboard building on First Street.
Berthelot/Mouch Subdivision: A motion was made by Councilman Landry, 2nd by Councilman Toups, and adopted, to accept the recommendation of the Planning & Zoning Commission and approve the subdivision of the Berthelot/Mouch property, as shown on the plat presented.

Old Business: Streets Project: Mr. Oscar Boudreaux advised that the street project was completed and the 45-lien period is started.

Ordinance 2008-8: Mayor Bourgeois read the Ordinance in full and held a public hearing. Following the public hearing a motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to adopt Ordinance #2008-8, an ordinance repealing Appendix B, Subsection E of the Town of Addis Code of Ordinances. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish, Toups. Nays: None Abstaining; None Absent: None

Final Plat-Sunset Place: A motion was made by Councilman Landry, 2nd by Councilman Parrish to approve the final plat of Sunset Place Subdivision, presented by Mr. Toby Berthelot, contingent upon the recommendation of the engineer that the project is complete; and prohibiting the issuance of building permits in the subdivision until after the road bore (under the railroad) is complete. The motion was adopted.

Washington Street: Mr. Boudreaux advised that the surveyor will be in Town Friday to stake out what appears to be Washington Street.

Museum Project: Mayor Bourgeois advised that the surveyors should be starting work in the near future.

Highway Lights: Mr. Owen Cope with Entergy is still working with DOTD to get permits to install the lights along LA 1 through Addis.

New Business: Official Journal: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to appoint The West Side Journal as the Town's official Journal for the period July 1, 2008 through June 30, 2009. The motion was adopted.

Open Container: A request by Mr. Mitch Jordan for an open container permit for a family gathering at the Civic Center on July 5th and 6th, was approved on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.

Annual Employees Meeting: A motion to expend approximately $3,500.00 for the annual employees' meeting was made by Councilman Parrish, 2nd by Councilman Toups and adopted.

Faye Watts: Mrs. Watts approached the Council and asked if some stripes or other measures could be utilitzed to prohibit parking close to the road in front of several businesses in town. She also asked that plans be made for the widening and overlay of Peter Messina Road.

State Highway Grass Cutting contract: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to authorize Mayor Bourgeois to sign the contract between the Town and DOTD for the upkeep of grass along Highway 1 in Addis, for the period of July 1, 2008 through June 30, 2009. with reimbursement by the State of $6,860.00. The motion was adopted.

Bonnie Kleinpeter: Mrs. Kleinpeter advised that a meeting will be held on June 26th from 10:30 a.m. to 3:00 p.m. (lunch included) at the DEQ building, on the Clean Cities and Alternative Fuels project.

Fire Meeting: At 8:00 p.m. a motion was made by Councilman Cazes, 2nd by Councilman Toups, and adopted, to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioner for Fire Sub-District #1.
At 8:10 p.m. a motion to return to Regular Session was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.

Committee Reports: Finance: A motion to pay bill which were found in order, was made by Councilman Gauthreux, 2nd by Councilman Parrish and adopted.

Sewer: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups, and adopted, to expend $1,400.00 to paint the building at the sewer plant.

Police: Assistant Chief Jones advised that Mr. Jim Toups who applied for a position as unpaid auxiliary was not hired, therefore, there is an opening spot for an unpaid auxiliary policeman.

Personnel: None Drainage: None Buildings: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to authorize Mayor Bourgeois to write to Mr. Latino and give him 30 days to remove an abandoned trailer and clean up the lot at 8351 Mary Street. The motion was adopted.

Streets, Roads, etc.: A discussion was held on the location of mailboxes on streets, especially Myhand Street. More information will be obtained on this.

Adjourn: The meeting was adjourned at 8:35 p.m. on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.
