TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, August 6, 2008 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Toups.
Absent: Councilman Parrish

Minutes: The minutes of the regular meeting of July 2nd were approved, as corrected, on a motion by Councilman Toups, 2nd by Councilman Landry and adopted.
The correction was to show a 20' variance on a servitude instead of a 30' variance, under the Planning & Zoning portion of the minutes.

Special Business: Parish Council: Mr. Mouch and Mr. Berthelot were unable to attend due to a previous commitment.

Sewer Report: The monthly sewer report, given by John Artigue, included 29 equipment failures; 5 jammed pumps; 1 tank installation; and 3 miscellaneous calls. There was one sewer tie-in inspection in River Landing, and a discharge line in Sugar Mill II was unplugged or flushed.

Police Report: The monthly police report, given by Chief Anderson, included 118 traffic citations issued; 14 misdemeanor arrests; 4 felony arrests; and 3 vehicle wrecks worked. The misdemeanor arrests were: 2-domestic abuse battery; 7-disturbing the peace; 2-resisting an officer; 1-criminal mischief; and 2-traffic. The felony arrests were: 2-arson; 1 narcotics; 1 burglary; 1 aggravated battery; - 1 unauthorized use of a motor vehicle.

Planning & Zoning Commission: Suspected unapproved subdivision: Following a discussion on a suspected unapproved subdivision, a motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to authorize Mayor Bourgeois to contact the parties involved to discuss the problem and give the participants an allocated time to take action. The motion was adopted.

Old Business: Update on Streets Projects: Mr. Oscar Boudreaux explained that the cracks in the road in West River Subdivision are not unusual and will be monitored carefully. He advised that anything over 1/8" he should be notified. Councilman Landry pointed out some major holes on two streets. Mr. Boudreaux advised that he will talk to the contractor and have these fixed.
A motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to hold the 10% retainage fee on the West River Street project until everything is completed. The motion was adopted.

Washington Street: Following a discussion on the improvement of Washington Street, it was decided that the property owners involved would be contacted and the road will be staked out.

Museum Project: Mayor Bourgeois advised that the architect is out of town, but passed around a drawings of the proposed "depot/caboose" portion of the museum project.

Open Porch/Open Container-Daquiri Shop: Mr. Larpenteur, attorney, advised that his opinion, after researching the ordinance, is that alcoholic beverages are prohibited on open porches.

Highway Lighting: Mayor Bourgeois advised that Mr. Owen Cope with Entergy is in Beaumont but was advised by him that the permit for the highway lighting should be forthcoming shortly.

New Business: Add to Agenda: A motion was made by Councilman Toups, 2nd by Councilman Cazes, and adopted, to add the following items to the agenda:
1. Purchase new copier
2. Tree Removal
3. Right-of-way for sewer
4. Executive Session.

Resolution-WBR Beautiful: A resolution was offered by Councilman Toups, 2nd by Councilman Landry, and adopted, to support the "Keep Louisiana Beautiful, Inc." organization in West Baton Rouge Parish, and the establishment of a "Keep West Baton Rouge Beautiful" committee. Mayor Bourgeois advised that Mrs. Faye Watts will be Addis' representative on this committee.

Tree Removal: A quote of $5,500.00 submitted by American Tree & Stump Removal for the removal of 3 trees on servitudes was accepted on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.

Sewer Right-of-way: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to authorize Mayor Bourgeois to negotiate with those involved to obtain a sewer right-of-way to run sewer lines to newly annexed areas of town. The motion was adopted.

Copier: A motion was made by Councilman Landry, 2nd by Councilman Cazes to expend $9,300.00 to purchase a new copier, with training, and $144.00 a month maintenance charge. The motion was adopted.

Public Comments: A resident of River Boat Trailer Park approached the Town for help with problems in the Trailer Park. Chief Anderson advised that two people were arrested in this matter and the police will continue to do what they can to alleviate the problem. Mayor Bourgeois advised that someone needs to press charges and bring the offenders to court to help settle the problem.
Mrs. Faye Watts was advised that "Mrs. Joy's" Christmas tree has been trimmed.
Mr. Todd Leveron advised that there is a pit bull in his area of town.

Fire Sub-District #1 meeting: At 8:00 p.m. a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted, to temporarily adjourn the meeting and hold the regular meeting for the Board of Commissioners for Fire Sub-District #1 of West Baton Rouge
At 8:13 p.m. a motion to reconvene the meeting of the Mayor and Town Council was made by Councilman Cazes, 2nd by Councilman Toups and adopted.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.

Sewer: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to ratify the purchase of a pump to replace the pump in the Addis Place lift station. The motion was adopted.

Police: Executive Session. Personal: Mayor Bourgeois advised that the Annual Employees meeting and awards banquet will be held on September 4th at the Addis Community Center.

Drainage: None Buildings: None

Street, Roads, etc: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to have two street lights installed, one at the intersection of River Landing and one at Mouch's property. The motion was adopted.

As a matter of information, Mayor Bourgeois advised that the "Sugar Mill" billboard will be located to the west side of the 50' street right-of-way.

Mayor Bourgeois advised that he was approached by a citizen who requested the town's help with a problem with his neighbor. It was the general consensus of the Council that the town should not take any action on this matter at this time.

Executive Session: At 8:20 p.m. a motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to go into Executive Session to discuss a police matter.
At 8:34 p.m. a motion to return to regular session was made by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
Mayor Bourgeois advised that the purpose of Executive Session was to discuss possible litigation.

Adjourn: At 8:35 p.m. a motion to adjourn was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
