TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, July 2, 2008. The Pledge to the Flag was recited, and a moment of silence observed in memory of the members of the Fitzgerald family who were killed in a plane crash in 1982.
Roll Call; Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the regular meeting of June 4th were approved, as mailed, on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.
Correspondence: A thank you note was received from the Graham family for condolences on the death of Mr. Cloyed Graham.
Add to Agenda: A motion was made by Councilman Toups, 2nd by Councilman Cazes to add to the agenda requests by Mrs. Susie Crowson to open Charlie's Lounge early on Saturday, July 12th, and to get an open container permit in order to hold a benefit dinner for an ill friend. The motion was adopted.
2007 Audit: Mayor Bourgeois introduced Kathleen Beard, CPA. Mrs. Beard gave a report of the 2007 audit which she completed. Following her presentation, a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to accept the 2007 audit report,. as presented by Mrs. Beard. The motion was adopted. A copy of the complete audit is available for inspection by those interested, during regular office hours.
Fire Department: At 7:06 p.m. a motion to temporarily adjourn the meeting and open the meeting for Fire Sub-District #1 of WBR, was made by Councilman Toups, 2nd by Councilman Parrish and adopted.
At 8:18 p.m., a motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
Parish Council: Mr. PeeWee Berthelot, Parish President, advised (1) that bids were accepted for the boring under the Intracoastal canal for the proposed new water well north of the canal; (2) that Mr. Anatole Vincent was named the new Parks & Recreation Director, and Linda Wray was named as Manager of the Parishes' Community Centers, and (3) that at least seven people have resigned from Parish boards since the new "disclosure" law was passed. The Parish will hold a member informational meeting on the new bill in August.
Sewer Report: Mayor Bourgeois read the monthly sewer report in the absence of John Artigue. The report included 25 equipment failures; 9 jammed pumps; 1 tank installation; and 2 miscellaneous calls. There was a plugged discharge line in Sugar Mill #2; 3 pumps were replaced; one tank lid replaced; Sunset Place Subdivision pump station was tied into Acadian Crossing Subdivision; and a breaker and other parts on the First Street pump station were replaced with a new panel.
Police Report: The monthly police report, given by Chief Anderson included 86 traffic citations issued; 14 misdemeanor arrests; 4 felony arrests and 4 wrecks worked. The misdemeanor arrests were: 2-traffic; 5-disturbing the peace; 2-resisting an officer; 1-aggravated assault; 4-warrants. The felony arrests were: 2-narcotics; 1 burglary; and 1 second degree battery.

Planning & Zoning Commission: (1) Mouch: A motion was made by Councilman Landry, 2nd by Councilman Toups to accept the recommendation of the Planning & Zoning Commission and approve the request for the subdivision of property at 7012 River Road, made by Mr. Louis Mouch, Jr. The motion was adopted.
(2) A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to accept the recommendation of the Planning & Zoning Commission and grant a 20' variance on the utility servitude on property located on the Rabalais family tract (on a private road) off of Molaison Street. The motion was adopted.
Update on Streets: Mr. Oscar Boudreaux advised that he checked the roads in West River Subdivision and talked to the contractor about correcting some bad spots in the roads and putting a seal on the roads.
Voter Registration: Mayor Bourgeois advised that the Registrar of Voters will hold a voter registration drive and will be at Benedetto's Market on Wednesday, July 16th from 10:00 a.m. to 2:00 p.m.
Washington Street Update: Mr. Boudreaux advised that no further report is available at this time.
Highway Lighting: Mayor Bourgeois advised that he spoke with Mr. Owen Cope with Entergy who advised that DOTD has been contacted and it usually takes between three to five weeks before a final permit is issued, if no other issues arise.
Open Container Requests: A request for an open container by the St. John Alumni Association to hold a softball tournament at Myhand Park was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
A request for an open container permit by Ms. Susie Crowson for Saturday, July 12th and her request to open early that day, for a benefit dinner to be held at Charlie's Lounge was approved on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.
Jason Creighton: A request by Jason and Bronwyn Creighton for the sale of beer and liquor at their daiquiri shop was approved on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.
Occupational License: A request for an occupational license to operate a daiquiri shop submitted by Jason and Bronwyn Creighton was approved on a motion by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
LMA Convention: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to expend necessary funds for the Mayor, Council, and Town Attorney to attend the annual LMA Convention in August which will be held in Lafayette this year. The motion was adopted.

Public Comments: A resident addressing road problems on Younger/DeMoss was advised that these areas are being looked at and will be handled. Mr. Berthelot advised that a jambalaya cookoff and other festivities will be held at the "old ferry boat landing" on July 4th .
In answer to questions involving the Museum project, Mrs. Watts was advised that an architectural firm has been engaged to start work on the park. The West Side Journal will be asked to put information about the opening of the Museum in their paper on a regular basis.
Mrs. Bonnie Kleinpeter gave a report on the recent conference on the "alternative fuel" project. Mayor Bourgeois advised that he will present a statement of initatives to start looking at the alternative fuels use.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
Sewer: No further report.
Police: Following a discussion of the pros and cons of the use of a "Durango" by the police department, a motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize Chief Anderson to purchase a 2008 Durango for Assistant Chief' Jones' use, and to get rid of the 2001 Crown Victoria presently in the police department's fleet of vehicles. The motion was adopted.
A discussion was held on the ongoing investigation of the "shooting" incident at the hunting club's property back of the main line. Assistant Chief Jones advised that several weapons still need to be checked by the State Police.
Personnel: Executive Session later.
Drainage: None Buildings: A complaint that the Civic Center was not sufficiently cleaned for a private party was addressed. Mayor Bourgeois advised that he will talk with the workers to correct.
Streets, Roads, etc. No further discussion.
Executive Session: At 8::34 p.m. a motion to go into Executive Session to discuss personnel was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
At 8: 51 p.m. a motion to return to regular session was made by Councilman Cazes, 2nd by Councilman Landry and adopted. Mayor Bourgeois advised that personnel matters were discussed in Executive Session.
As a result of Executive Session, a motion was made by Councilman Landry, 2nd by Councilman Toups to accept the recommendation of the Police Chief and hire Mr. Blake Tanner as an unpaid auxiliary policeman, subject to his passing the psychological tests. The motion was adopted.
Also as the result of Executive Session, a motion was made by Councilman Toups, 2nd by Councilman Cazes to contine paying the salary of Mr. Larry David Bertrand for a period of 30 days following his upcoming surgery. The motion was adopted.
Adjourn: At 8:58 p.m. a motion to adjourn was made by Councilman Landry, 2nd by Councilman Cazes and adopted.
