TOWN OF ADDIS MINUTES

A special meeting of the Mayor and Town Council for the Town of Addis was held at 5:00 p.m. on Wednesday, December 19, 2007 at the Addis Municipal Center. Mayor Bourgeois called the meeting to pay bills presented; consider bids for road work (2); set up holidays and committees for 2008; discuss a letter received from Water District #2; give information on proposed annexations; consider the pit-bull problem in town; hold Executive Session; and discuss any other business which is properly brought before the Council.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Mayor Bourgeois advised the reasons for the meeting and asked that a request from Mr. & Mrs. Morales to place a second trailer on their property until they can replace their current home which was damaged by fire, be placed on the agenda. A motion to add this request to the agenda was made by Councilman Parrish, 2nd by Councilman Toups and adopted.

Bills: A motion to pay bills which are found in order, was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.

Road Repair Bids: Mayor Bourgeois reviewed bids which were received and opened Tuesday, December 18th , with results as follows:

Mr. Robbie Guillot of Environmental Engineering, Inc. advised that their recommendation is to award both projects to the lowest bidder, R. J. Daigle & Sons.

A motion was made by Councilman Landry, 2nd by Councilman Toups to accept the low bid of R. J. Daigle & Sons in the amount of $682,717.45 on the West River project, and to authorize Mayor Bourgeois to enter into any contracts necessary for the implementation of the project. The motion was adopted unanimously.

A motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to accept the low bid of R. J. Daigle & Sons in the amount of $321,231.26 for the LCDBG project (Addis Place), and authorize Mayor Bourgeois to enter into contracts necessary to implement the project. The motion was adopted unanimously.

Mr. Guillot advised that Janaury 9th is the date for contracts to be back to EES.

Holidays & Committees: The following holidays for 2008 were set on a motion by Councilman Cazes, 2nd by Councilman Parrish and adopted.

The following committees were approved on a motion by Councilman Cazes, 2nd by Councilman Gauthreaux. The motion was adopted.

Water District #2: Mayor Bourgeois read a letter from Water District #2 expressing their concerns in furnishing water to new developments in the area. A letter will be sent to the Water District and the Parish advising that developers will continue to be advised to contact these entities concerning any new developments or proposed developments.

Annexations: Mayor Bourgeois advised that a petition for annexation from Mr. Raymond Loup has been received and Mr. kerry Conrad from Shaw Corp is working on one for their property. Mr. Calvin Blount may be interested in annexing an additional 200 acres of property just north of Sugar Mill.

Pit Bull Problem: Mayor Bourgeois advised he met with Mr. Berthelot of the Parish regarding the pit bull problem. The town’s ordinance regarding “dangerous” animals will be reviewed after the first of the year for possible revisions.

Trailer Variance: A motion was made by Councilman Landry, 2nd by Councilman Cazes to grant a variance to Mr. & Mrs. Morales, to place another trailer on their lot, with proper hookups to all utilities, for a period of 90 days, to replace their home which was damaged by fire. The motion was adopted.

Executive Session: At 5:31 p.m. a motion to go into Executive Session to discuss personnel was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 5:47 p.m. a motion to return to regular session was made by Councilman Toups, 2nd by Councilman Cazes and adopted. Mayor Bourgeois advised that the purpose of Executive Session was to discuss personnel, specifically police personnel.

As a result of Executive Session, a motion was made by Councilman Landry, 2nd by Councilman Toups to accept the recommendation of Chief Anderson and suspend Sgt. Blake Patterson, with pay, pending invenstigation into a recent incident involving Sgt. Patterson. The motion was adopted unanimoualy,.

A motion was made by Councilman Toups, 2nd by Councilman Parrish to authorize Chief Anderson to pay over-time to provide coverage for the Town during Sgt. Patterson’s suspension.

Mayor Bourgeois reminded everyone of the Christmas luncheon to be held at the Town Hall on Friday at noon.

The meeting was adjourned at 5:49 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
