TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, September 5, 2007 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the August 1st regular meeting were approved, as corrected, on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted. Two misspelling of names were corrected.
Correspondence: Mayor Bourgeois advised that there will be an open house on the Baton Rouge Loop plans with the developer and contractors at the Addis Community Center on Thursday, September 12th from 4:00 p.m. to 7:00 p.m. All are invited.
Parish Council: There was no report.
Police Report: The monthly police report, given by Chief Anderson, included 173 traffic citations written; 15 misdemeanor arrests; 2 felony arrests; and 10 vehicle wrecks worked. The misdemeanor arrests were: 4-traffic; 5-disturbing the peace; 6- narcotics. Felony arrests were: 2 narcotics with firearms.
Sewer Report: The sewer department report, given by John Artigue, included 42 equipment failures; 9 jammed pumps; 1 leak; 1 tank relocation and 3 miscellaneous calls. Two tank lids were replaced; 3 tie-in inspections in Sugar Mill and 2 in River Landing.
Mayor Bourgeois advised that our Waste Water Treatment Plant was nominated by the Rural Water Association as System of the Year. John Artigue and Larry Broussard were congratulated on their work and presented a certificate.
Hilton Guidry, Sr.: A proclamation issued by the Louisiana Municipal Association at their recent convention, honoring deceased members who served their state or community as public servants was read by Mr. Larpenteur. Mr. Hilton Guidry, Sr. of Addis, former Mayor and Alderman, was honored in this year's proclamation. The original proclamation was presented to Mr. Hilton's son, Hilton, Jr. who thanked those responsible.
Planning & Zoning Commission: The final plat for the 4th filing, which is the Town Houses in Sugar Mill, was presented. Following a discussion, a motion was made by Councilman Landry, 2nd by Councilman Parrish to grant final plat approval on the 4th filing of Sugar Mill (Town Houses). The motion was adopted.

The final plat on the infrastructure on the Third Filing of Sugar Mill, which is the Commercial section was presented. Following a discussion, a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to approve the final plat on the infrastructure of the Third Filing of Sugar Mill (commercial area), contingent upon bonding of the unfinished infrastructure. The motion was adopted.
Ordinance #2007-4/Berthelot Annexation: A public hearing was held on proposed Ordinance #2007-4 which is the annexation of property owned by the Berthelot family, formerly owned by the Younger family, located west of the main line of the Railroad. The proposed ordinance was read in full by Mr. Larpenteur. Following the public hearing, a motion to adopt the ordinance approving the annexation of the Berthelot tract into the city limits, was made by Councilman Landry, 2nd by Councilman Cazes, and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None
Radio Station: Councilman Parrish advised that station KDDK, Addis, is now in service at 105.5 on the FM dial.
West River Subdivision: Mr. Oscar Boudreaux presented an estimate for repairs to the streets in West River Subdivision, of approximately $750,000.00. Mayor Bourgeois advised that West River did not qualify for a grant to repair streets.
The present plans are to bid out streets in West River and Addis Place at the same time as two separate projects. Addis Place repairs are covered by a LCDBG grant of $313,000.00, with the Town paying 10%. West River street repairs will be paid by the Town.
Mr. Rob Favrot: Mr. Rob Favrot was recognized and asked what has been done to make the police chief's job "full time". Mayor Bourgeois advised that discussions are being held by the Mayor and Council, and salaries of all employees and elected officials will be reviewed at budget time. A budget committee meeting will be held in the near future.
Inspector: Following a discussion on the need of an inspector during the construction of new subdivisions, a motion was made by Councilman Landry, 2nd by Councilman Parrish to ratify the hiring of Mr. Ernest Theriot as the Inspector, while contractor is working, on the construction of Plantation Ridge Subdivision, and the engagement of a testing lab as needed. The motion was adopted.
On the 2006-2007 LCDBG grant, Mayor Bourgeois advised that all items have been turned in and a notice to proceed should be forthcoming.
A motion was made by Councilman Toups, 2nd by Councilman Parrish to authorize the letting of bids on the LCDBG streets project immediately after the State approves and issues the Notice to Proceed. The motion was adopted.

LCDBG 2008. Following a discussion, a motion was made by Councilman Cazes, 2nd by Councilman Landry to submit an application for the 2008 LCDBG grant for sewer upgrades, system and/or the plant. The motion was adopted.
Cooperative Endeavor: A cooperative endeavor between The Town of Addis; Mike Cazes, Sheriff of West Baton Rouge Parish, and Richard J. Ward, Jr., District Attorney, 18th Judicial District was presented to the Council by Mayor Bourgeois, and read in full by Mr. Larpenteur. A motion to ratify the Cooperative Endeavor agreement was made by Councilman Parrish, 2nd by Councilman Cazes and adopted. A complete copy of the cooperative endeavor is attached to and made a part of these minutes.
Fire Meeting: At 8:10 p.m. a motion to temporarily adjourn the meeting and hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR, was made by Councilman Cazes, 2nd by Councilman Gauthreaux and adopted.
At 8:25 p.m. the meeting was reconvened on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Sewer: None Police: Chief Anderson advised that the new cameras have been installed in three police vehicles and are working great. The new police car has been ordered, with delivery delayed by a summer shutdown .
The police radio in the town hall office will be sent to Emco for repairs.
Personnel: Mayor Bourgeois advised that the yearly town meeting and service awards will be held on September 20th at 6:30. There are two 25 year recipients this year, Mr. Ges LeBlanc and Mr. Gene Bertrand.
Drainage: John advised that 12 catch basins has been completed in West River.
Buildings: John is getting prices for the painting of the Municipal Center.
Streets, Roads, etc. Mayor Bourgeois reminded those present about the open house Thursday, September 12th from 4:00 p.m. to 7:00 p.m. at the Community Center on the Baton Rouge loop.
The Chamber of Commerce Taste fair will be held on Thursday, Sept 6th at the Community Center. Tickets are $10.00 advance or $15.00 at the door.
