TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, November 7, 2007 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call; Present: Mayor Bourgeois; Councilmen Cazes; Landry; Parrish; Toups.
Absent: Gauthreaux

Minutes: The minutes of the regular meeting of October 3, 2007 were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Mayor Bourgeois deviated from the agenda and introduced Mr. Paul Ramagos who is the Coalition Project Director for a new program being set up in West Baton Rouge Parish aiming to steer youths of the parish away from drugs, alcohol and tobacco use. Mr. Ramagos introduced Ms. Ruby Douglas of the Capital Area Human Services District (CAHSD) who gave an overview of the program. She, in turn, introduced her associate, who gave a slide presentation of a survey recently conducted among youths in West Baton Rouge relating to substance abuse and/or gambling habits.
Mr. Ramagos advised that a Substance Abuse Prevention Board is being set up and would like a representative from the Council or the Addis area. Each municipality in the parish will be represented on the Board. The next Board meeting will be held at 11:00 a.m. to 1:00 p.m. on Wednesday, November 28th at the Port Allen Community Center.

Parish Council: Mr. Randy Mouch advised that all is quiet presently. The Parish will consider adoption of their 2008 budget at their next meeting.

Police Report: The monthly report, given by Chief Anderson, included 216 traffic citations issued; 6 misdemeanor arrests; 3 felony arrests; and 10 vehicle crashes. The misdemeanor arrests included 1-disturbing the peace; 3-Order of protective custody; and 2-improper telecommunications. The felony arrests were 2-narcotics; and 1 aggravated battery.

Sewer Report: The sewer report, given by John Artigue, included 15 equipment failures; 2 jammed pumps; and 2 miscellaneous. There were 3 tie-in inspections in Missouri Acres; and 1 in Sugar Mill #2. The sewer machine was run to unplug a line in Addis Place and one tank lid was replaced. John reported that Rusty's Trailer Park is now on line.

OLD BUSINESS; 2007 Revised Budget: Mayor Bourgeois reviewed the proposed revised budgets for the Town and Sewer department. Following the presentation, a motion was made by Councilman Landry, 2nd by Councilman Toups to adopt the 2007 revised budgets. The motion was adopted. Copies of the complete budgets are attached to and made a part of these minutes.

Janitorial Contract: A motion was made by Councilman Toups, 2nd by Councilman Cazes to advertise for the 2008 janitorial contract, with bids to be opened at the December 5th meeting. The motion was adopted.

LCDBG project: Mayor Bourgeois advised that the Town has received approval to expend monies under the grant. Bids on the Addis Place streets will be received and opened at 4:00 p.m. on Monday, December 3rd. Action will be taken on the bids at the regular meeting on Wednesday, December 5th.
Mayor Bourgeois advised that the Town has no project to apply for 2008 which would qualify for a LCDBG grant.

NEW BUSINESS; Open Container: Mayor Bourgeois advised that he had told Mr. Mitch Jordan, who applied for the Open Container permit, that he did not need the permit because there would be no cooking outside. All attendees should remain in the building.

Tricia Landry: Mrs. Landry advised that the Mardi Gras dance will be held at the VFW hall on January 19th. The Mardi Gras parade, held annually, will be on January 27th at 11:00 a.m.
Mrs. Faye Watts asked Mr. Mouch if priority for preplanned community activities could be given on the use of the Community Center. Mr. Mouch advised that he will check further into, however, the question has already been addressed and no priority set.

Public Comments: Mrs. Bonnie Kleinpeter addressed the Council relative to making the Police Chief's salary full-time. She reviewed statistics on personnel; tickets written; wrecks worked; etc. and asked the Council to reconsider and take action on this matter immediately. Several Councilmen expressed their views on the matter and advised that some action would be taken when the 2008 budget is drawn up.

Mr. Todd Leveron advised that he still a pit bull in his neighborhood that is not being confined according to the Town's ordinance and asked when the matter would be cleared. Chief Anderson advised that the owner has been issued three citations, but no further action has been. Apparently the citations were sent to District Court.

Fire Department Meeting: At 8:33 p.m. a motion to temporarily adjourn the meeting and hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of West Baton Rouge, was made by Councilman Toups, 2nd by Councilman Cazes and adopted.
` At 8:43 p.m. a motion to reconvene the meeting was made by Councilman Parrish, 2nd by Councilman Cazes and adopted.

Committee Reports: Finance: A motion to approve payments of bills found in order was made by Councilman Parrish, 2nd by Councilman Landry and adopted.
A finance committee meeting, to discuss the 2008 budget, was set for 5:00 p.m. on Wednesday, November 28th.

Mayor Bourgeois called a special meeting to be held at 5:00 p.m. on Wednesday, December 19th to adopt the 2008 budgets.

Sewer: None Personnel: None
Police: Chief Anderson advised that he would like the Council to look into paying holiday pay to police officers who were not scheduled to work on a holiday. This will be discussed further at budget time.

Drainage: John is continuing work on Myhand ditch.

Buildings: Mr. Lonnie Clayton is painting the Municipal Building.

Streets, Roads, etc: Mayor Bourgeois reminded everyone that bids on the street projects will be opened at 4:00 p.m. on December 3rd and considered at the regular meeting of the Mayor and Council on December 5th.
Mayor Bourgeois and Councilman Landry will attend the National League of Cities convention in New Orleans next week.
Mayor Bourgeois advised that the sale of the Sarradet property to the Town has been finalized and recorded.

Mrs. Faye Watts asked about the signage of emergency numbers on the police department. A motion was made to authorize Chief Anderson to take care of this matter.
The motion was adopted.

The meeting was adjourned at 8:58 p.m. on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.
