TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, May 2, 2007 at the Addis Municipal Center.

Roll Call: Present: Mayor Bourgeois, Councilmen Cazes; Gauthreaux; Landry, Parrish, Toups.
Absent: None

Minutes: The minutes of the April 4th regular meeting were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Cazes and adopted.

Parish Council: Mr. Mouch reminded everyone of the tax election which is coming up on the 5th and asked everyone to go out and vote.
He further advised that Dr. Campo has purchased acreage off Choctaw Road for a proposed medical facility for rehabilitation. He is presently collecting information.
Mr. Mouch was advised of the many complaints being received about garbage and "big" trash pickups. He will set up a meeting with representatives from Allied Waste, the Town and himself to see if this problem can be resolved.

Sewer Report: The sewer report, given by John Artigue, included 14 equipment failures; 1 jammed pump; 2 leaks and 5 miscellaneous calls. Tie in inspections were: 1 in Sugar Mill; 1 in Acadian Crossing; and 1 in River Landing.
A discussion was held on odor which permeates from the First Street lift station. Several possible solutions were discussed. First, John will seal around the lid of the tank to see if this will help.

Police Report: The monthly report, given by Chief Anderson, included 103 traffic citations issued; 17 misdemeanor arrests; 5 felony arrests; and 8 vehicle crashes. The misdemeanor arrests were 3-Traffic; 6 disturbing the peace; 2 resisting an officer; 2 theft; 1 stalking; and 3 warrants.
The felony arrests were: 1 burglary; 1 forgery; 1 theft; 1 illegal alien (motor vehicle) and 1 warrant.

Planning & Zoning Commission: Ms. Velma Stewart's term expires on May 30. She agreed to serve another 5 year term.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to reappoint Velma Stewart to another 5-year term as a Commissioner on the town of Addis'
Planning & Zoning Commission. The motion was adopted.

Plantation Ridge Preliminary Plat. Mayor Bourgeois held a public hearing on the preliminary plat for Plantation Ridge Subdivision, owned by J. P. Messina. Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Toups to accept the recommendation of the Planning & Zoning Commission and approve the preliminary plat of Plantation Ridge Subdivision. Sugar Mill Plantation Plat – Public Hearing: Mayor Bourgeois held a public hearing on the preliminary plat for the apartment complex planned for Sugar Mill. Following a lengthy discussion, a motion was made by Councilman Toups, 2nd by Councilman Cazes to table action on the preliminary plat and plans for the Sugar Mill apartment complex until a representative of this company can be present at the meeting. The motion was adopted.

Mayor Bourgeois advised (1) Triple B has purchased property behind the "main line" and will come before the Planning & Zoning Commission and the Town for its development. They also have an option to purchase 56 acres of the Younger property behind the "main line"; (2) Sugar Mill will come before the Planning & Zoning soon with a preliminary plat for some garden homes; (3) Mr. Glen Scott is looking into building some apartments on property next to the Water Tower; (4) the Daniel property on the corner of First and Harris has been sold, and the new owner is interested in building a car wash; and (5) someone is moving used tires onto the property located on the corner of Sixth and Main Streets. The Council feels these tires should be removed due to the fire hazard, and the owner will be told to contact the Fire Marshall for clearance.

Old Business: Construction Time ordinance: A motion was made by Councilman Cazes, 2nd by Councilman Landry to table the discussion and/or action on this ordinance until the Attorney can check ordinances of this nature passed by other entities. The motion was adopted.

Grass Cutting Contract: Mayor Bourgeois asked for bids from the floor for the annual highway grass cutting contract. One bid was received from Westside Lawn Service in the amount of $1,282.00. Following a discussion about the use of chemical weed killer, a motion was made by Councilman Cazes, 2nd by Councilman Landry to extend the present contract by one month to give time for the Mayor to meet with Mr. Lopez and discuss the weed killer. The motion was adopted.
A motion was made by Councilman Landry, 2nd by Councilman Toups to table the award of the grass cutting contract for 2007-2008 until a meeting with Mr. Lopez can be held. The motion was adopted.

Annexation- Loup/Pellerin property: Following a discussion on the proposed annexation of property by the new owners, Crystal Lake, LLC, a motion was made by Councilman Landry, 2nd by Councilman Parrish to introduce an ordinance to annex the property as listed on the petition for annexation received. The motion was adopted.

New Business: Concrete Truck Weight: It was the concensus of the Council that a request by Mr. Calvin Blount to increase the load limit of concrete trucks in Sugar Mill
would not be granted.

Bank resolution: Resolutions authorizing Mayor Carroll P. Bourgeois, Mayor Pro-Temp Harry Landry and Town Clerk Vera Lucas to transact business at The Cottonport Bank and Keypoint were offered by Councilman Toups, 2nd by Councilman Parrish and adopted. Copies of the resolutions are attached to an made a part of these minutes.

Mayor's Day: Mayor Bourgeois asked that anyone interested in attending Mayor's Day contact the office so they can be registered.

Public Comments: Ms. Velma Stewart asked if a light could be installed at the intersection in front of Benedetto's store on LA 1. Mayor will contact the State.

Executive Session: A motion to go into Executive Session to discuss personnel was made at 8:44 p.m. by Councilman Toups, 2nd by Councilman Parrish and adopted.
Regular Session was resumed at 8:50 p.m. on a motion by Councilman Cazes, 2nd by Councilman Landry and adopted.
Mayor Bourgeois advised that a police personnel matter was discussed in Executive Session.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish to accept the recommendation of Chief Anderson and hire Mr. William J Starnes, Jr. as a full time Police officer, effective May 3, 2007. The motion was adopted.
A motion was made by Councilman Toups, 2nd by Councilman Parrish to set Mr.
Starnes' beginning salary at $1,700.00, effective May 3, 2007. The motion was adopted.
A motion was made by Councilman Toups, 2nd by Councilman Parrish to authorize Chief Anderson to begin the hiring process for two more full-time police officers. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to purchase a new police vehicle. The motion was adopted.

Committee Reports: Bills: A motion to pay bills found in order, was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.

Sewer: A motion to purchase spare parts for lift stations at a cost of $3,917.27, was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
A motion was made by Councilman Toups, 2nd by Councilman Cazes to purchase necessary parts to repair the First Street lift station. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to authorize the purchase of a larger fence for the lift station servitude on the Dayna Hidalgo Lopez property on River Road. The motion was adopted.

Police: A motion was made by Councilman Toups, 2nd by Councilman Parrish to purchase equipment necessary for the new police car. The motion was adopted.

Drainage: John reported that the Parish has started cleaning the ditch along the railroad on Laws Road and will start soon on cleaning Myhand ditch.

Buildings: John reported that the ice machine at the barn has been having a lot of problems.
A motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to replace the ice machine at the barn. The motion was adopted
John will get prices.

John was asked to get someone to give a price for replacing the roof on the Ed LeJeune maintenance barn/fire station.
Mayor Bourgeois advised that he talked with Mrs. Jesse Bell, the owner of property on Addis Lane. She told him she would get someone to finish the demolition of the house on her property, in the next two weeks.

Streets, roads, etc. Mayor Bourgeois advised that he is still waiting to hear from the State on the grant for Myhand Street.
A discussion was held on the installation of catch basins and culverts in West River Subdivision.
A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to authorize John to get three prices to have someone install culverts and catch basins in West River. The motion was adopted.

Mayor Bourgeois reminded those present of the Relay for Life rally to be held at the Brusly High School on Friday, May 4th.

The meeting was adjourned at 9:15 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
