TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, March 7, 2007 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gatuhreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the February 7th meeting were approved, as corrected, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted. The minutes were corrected to show the effective date of the increase in salary afforded the Mayor in proposed Ordinance #2007-2 is January 1, 2007 instead of February 1, 2007.
Correspondence: A thank you note from the Hilton Guidry, Sr. family was read. Mr. Hilton was a former Alderman and interim Mayor for the Town of Addis who passed away recently.
Proclamation- Boy Scouts: A proclamation recognizing April 1, 2007 as the 75th Anniversary of Boy Scout Troop 38 was offered by Councilman Gauthreaux, 2nd by Councilman Cazes and unanimously adopted. Several leaders and former leaders for Boy Scout Troop 38 were present to receive the proclamation.
Special Business: Mr. David Carona, Superintendent of WBR Parish schools, was introduced. He, in turn, introduced Mr. Jason Manola, School Board President. They presented a slide projection on the proposed 12 mill tax which is being proposed for teacher and support personnel raises. The proposed tax will be on the May 5th ballot.
A resolution congratulating and commending the Brusly High School Boys' Wrestling team for their State Championship in Boys' Division III wrestling in 2007 was offered by Councilman Toups, 2nd by Councilman Gauthreaux and adopted on the following roll call vote:

Old Business: Ordinance #2007-1 (60' Right of Way) . Mayor Bourgeois held a public hearing on proposed Ordinance #2007-1. The proposed ordinance amending the Addis Code of ordinances, particularly, appendix B, the subdivision ordinance; and Appendix C, the Zoning Ordinance, to provide for the dedication of a minimum 60' right of way abutting and adjacent to a railroad right of way for the purposes of a public road, on property which abuts and/or is adjacent to a railroad right of way, and which is presented to the Town for subdivision, rezoning and/or development, was read in full by Mayor Bourgeois. Following the public hearing, a motion to adopt Ordinance #2007-1 was made by Councilman Landry , 2nd by Councilman Cazes and adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None.
Ordinance #2007-2 (Mayor Raise) A public hearing was held on proposed ordinance #2007-2 establishing the monthly salary for the Mayor. Following the public hearing, a motion was made by Councilman Toups, 2nd by Councilman Parrish to adopt Ordinance #2007-2 which establishes the monthly salary for Carroll P. Bourgeois, Mayor, at $1,700.00 per month commencing January 1, 2007. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Computer Contract: Mayor Bourgeois will contact Town Attorney Larpenteur and Eric Seneca concerning the new contract. More at a later meeting.
Street Lights: Mayor Bourgeois advised that he spoke with the State and was advised that the Town should be able to receive a 90% grant for the installation of lights along LA 1.
A resolution was offered by Councilman Landry, 2nd by Councilman Gauthreaux to obligate the Town of Addis to pay 10% of the construction cost, and assume all legal liability for, and all maintenance and energy costs of said lighting system (along LA 1). The resolution was unanimously adopted on the following roll call vote: Yeas: Cazes, Gauthreaux, Landry, Parrish, Toups. Nays: None Absent: None Abstaining: None.
Special Business: Parish Council: No one was present from the Council.
Sewer Report: The monthly sewer report, given by John Artigue, included 13 equipment failures; 2 jammed pumps; 1 leak; 1 grease problem; and 1 electrical location. Tie in inspections made were: Sugar Mill-3; River Landing-1; Missouri Acres-1
Police Report: Chief Anderson gave the monthly police report which included 153 traffic citations issued; 12 misdemeanor arrests; 2 felony arrests; and 7 vehicle wrecks worked. The misdemeanor arrests were: 6-traffic; 4-disturbing the peace; 1-DWI; 2-narcotics. The felony arrests were: 1-theft of a motor vehicle; and 1-narcotics.
Planning & Zoning Commission: Rezoning Request: An annexation petition from Mr. James Rudy for the annexation of property located just north of Sugar Mill Plantation was accepted on a motion by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
Rezoning Request: A request by Murray McCullough, Applicant, and Peter Marshall, Owner, for rezoning from R-80 to R-60 property that would have been Acadian Crossing's second filing was presented. Following a public hearing in which there was much opposition from neighboring residents, a motion was made by Councilman Toups, 2nd by Councilman Gauthreaux to accept the recommendation of the Planning & Zoning Commission and deny the request for rezoning to R-60 on this property. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Absent: None Abstaining: None
The recommendation of the Planning & Zoning Commission to approve a request for a home occupation license by Virginia Hanner to do heirloom sewing and embroidery at her home was accepted on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
New Business: Proclamation-CASA: A proclamation naming April 14, 2007 as "CASA DAY" in Addis was offered by Councilman Cazes; 2nd by Councilman Landry and adopted. A complete copy of the proclamation is attached to and made a part of these minutes.

Ordinance #2007-3: Following a discussion on times that construction (noises) should start and stop in neighborhoods, a motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to introduce an ordinance setting times for construction to start and stop in the Town's neighborhoods. The motion was adopted.
Public Comments: Some residents from Acadian Crossing Subdivision expressed concerns on the ditch north of Acadian Crossing which appears to be blocked at the railroad; dips in the subdivisions roads; and the need of a water line at the entrance. Mayor Bourgeois advised that he will talk to the Parish and the Water District about these concerns.
In other business, Mr. Ted Melancon approached the Council asking to locate a "flea market" type business on property located on the corner of Main and Sixth Streets. A meeting, at the proposed location, was set up for 5:00 p.m. on Monday with Mr. Melancon, Mayor Bourgeois and several councilmen to discuss Mr. Melancon's plans.
Ms. Karen Chicherello approached the Council and asked for a hardship variance for her sister Lynna and her husband to move a trailer onto property formerly owned by the Gauthiers on Main Street. Following Mrs. Chicherello's presentation, a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to grant a hardship variance for her sister, Lynna and her husband, to move their present trailer from Myrle Street to property on Main Street formerly owned by the Gauthier family. The motion was adopted.
Fire Meeting: At 8:55 p.m. a motion to temporarily adjourn the meeting and hold the regular meeting for the Board of Commissioners for Fire Sub-District #1 of WBR was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
At 9:10 p.m. a motion to reconvene the meeting was made by Councilman Toups, 2nd by Councilman Cazes and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Cazes, 2nd by Councilman Landry and adopted.
Sewer: None Drainage: Mr. Artigue advised that the parish is ready to come into town to clean ditches. Councilman Gauthreaux advised that he would like to look over the drainage along First Street in the area of a dry ramp.
A discussion about the repair of streets in West River Subdivision was held. It was decided that catch basins will be installed at street intersections prior to the street repairs. John Artigue was authorized to begin this work which will require approximately 40 catch basins at about $300.00 each.
Mayor Bourgeois advised that he spoke with Sam Jones and Karen St Germain and was advised that the Town would receive 100% of what was requested for the Myhand Street project.
An observation was made that the ditch on Peter Messina Road, next to the trailer park at the Sanchez property, is holding water. John will check into this.
Buildings: Mayor Bourgeois advised that correspondence has been received on the town clock which was ordered and it should be delivered in the near future.
Streets, Roads: John advised that some large trash has been picked up, however, the pickup is late this month.

John was authorized to repair an area on Eudora Street in front of Catlett's and one on Peter Messina Road, on a motion by Councilman Cazes, 2nd by Councilman Landry and adopted.
Executive Session: At 9:28 p.m. a motion to go into Executive Session to discuss police personnel was made by Councilman Cazes, 2nd by Councilman Landry and adopted. \
At 9:37 p.m. a motion to return to regular session was made by Councilman Parrish, 2nd by Councilman Cazes and adopted.
Mayor Bourgeois advised that police personnel matters were discussed in Executive Session.
As a result of Executive Session, a motion was made by Councilman Toups, 2nd by Councilman Cazes to accept the recommendation of Chief Anderson and accept the resignation of Officer Travis Anderson. The motion was adopted.
A motion was made by Councilman Toups, 2nd by Councilman Parrish to approve the request of Chief Anderson and utilize Mr. Anderson's salary to pay overtime to fill his position until a new officer is hired. The motion was adopted.
Mayor Bourgeois advised that he received a request from parents of Brusly High School asking for monetary assistance to hold an "after prom" party for students to help keep them off the streets immediately after the prom.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to donate $300.00 to this endeavor, if the Attorney ascertains that this is a legal action the Council can take. The motion was adopted.
Mayor Bourgeois reminded all that the CRPC meeting would be hosted by the Towns of Addis and Brusly on Monday, March 19th and held at the Addis Community Center.
The meeting was adjourned at 9:41 p.m. on a motion by Councilman Landry, 2nd by Councilman Parrish and adopted.
