TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, June 6, 2007 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois; Councilman Cazes; Gauthreaux; Parrish; Landry; Toups.
Absent: None
Minutes: The minutes of the May 2, 2007 regular meeting were approved, as corrected, on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted. The correction was to show Sixth Street instead of First Street in the discussion on the Used Tire business.
Correspondence: Mayor Bourgeois advised that a letter was received from the State denying the request for assistance for the installation of lights along Highway 1.
Parish Council: Mayor Bourgeois thanked Mr. Mouch for attending the meeting held with Allied Waste to discuss garbage collection problems.
Mr. PeeWee Berthelot, Parish President, was recognized and thanked the citizens of Addis for passing tax issues in the recent election. He further advised that construction plans for the Central Communications are underway and should be completed by January.
Mr. Berthelot advised that the Chamber of Commerce will move soon into offices in the Addis Community Center.
Police Report: The monthly police report, given by Cpl. Patterson, included 84 traffic citations issued; 7 misdemeanor arrests; 2 felony arrests; and 10 vehicle wrecks. The misdemeanor arrests were 3-traffic; 4-disturbing the peace. The felony arrests were 2-distribution of crack cocaine/marijuana .
At 8:06 p.m. a motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to go into Executive Session to discuss a police personnel matter.
At 8:26 p.m. a motion to return to regular session was made by Councilman Cazes, 2nd by Councilman Toups and adopted.
Mayor Bourgeois advised that a police personnel matter was discussed in Executive Session.
As a result of Executive Session and on the recommendation of Chief Anderson, a motion was made by Councilman Landry, 2nd by Councilman Toups to hire Mr. Kenneth Wayne DeCook, II and Mr. Thomas Eugene Southon, II as full-time police officers, effective immediately, at starting salaries of $1,600.00 per month. The motion was adopted unanimously.
Sewer Report: Mayor Bourgeois read the monthly sewer report which included 13 equipment failures; 2 jammed pumps and 1 leak. One tank lid was replaced; there were four sewer tie-in inspections in Sugar Mill.

Special Business: Miss Shelley Delapasse was recognized and gave a presentation on the Automotive Motoring Plan. A meeting of employees will be set up to give them an opportunity to view this presentation.
Planning & Zoning: (1) Home Occupation: The recommendation of the Planning & Zoning Commission to grant the request for a Home Occupation by John E. Younger, III to have a Concrete Floor Designs business in his home was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
(2) Sugar Mill Apts: The recommendation of the Planning & Zoning Commission to approve the preliminary plans for some 3-story apartment buildings in Sugar Mill Plantation Subdivision was rejected on a motion by Councilman Toups, 2nd by Councilman Gauthreaux, based upon the negative impact on the fire insurance rating and the financial impact to services provided by both the Town and Fire Sub-District #1. The motion was adopted unanimously.
A committee will be formed to look into the impact 3-story buildings will have on the overall economic aspect of citizens of the Town.
(3) Berthelot Development: Following a discussion on the required 60' right of way for a road adjacent to railroad property, a motion was made by Councilman Landry, 2nd by Councilman Gauthreaux to approve the preliminary plat for the Berthelot Development west of the "Main Line", (formerly Delahaye property), contingent upon lots 4,5,6,7 being rearranged to allow for a 60' road right-of-way adjacent to the railroad. The motion was adopted.
CRPC meeting: Mayor Bourgeois advised that the CRPC meeting will be held in Port Allen on June 18th at 6:00 p.m.
Old Business: Annexation: A public hearing was held on the ordinance for the proposed annexation of property owned by Crystal Lakes, LLC, located north of Sugar Mill.
Following the public hearing, a motion was made by Councilman Landry, 2nd by Councilman Parrish to approve the annexation and Ordinance #2007-3, contingent upon the Town of Addis receiving, within five business days commencing June 7, 2007, from the current owner, a ratification and adoption of the original petition for annexation, failure to do so will render this Ordinance a nullity. The motion was adopted on the following roll call vote: Yeas: Cazes; Gauthreaux; Landry; Parrish; Toups. Nays: None Abstaining: None Absent: None
Construction time Ordinance: A motion was made by Councilman Landry, 2nd by Councilman Toups to defer discussion and/or action indefinitely on an ordinance setting permissible construction times. The motion was adopted.

Grass Cutting Contract: Mayor Bourgeois advised that he spoke with Shane Lopez who was the low bidder on the grass cutting contract bids, and was advised by Mr. Lopez that he has changed the type of herbicide he is using which should alleviate some of the erosion along the ditch banks.
A motion was made by Councilman Landry, 2nd by Councilman Cazes to award the contract for grass cutting along LA 1 to Shane Lopez d/b/as Westside Lawn Service, in the amount of $1,282.00 per month. The motion was adopted.
Open Container: A request for an open container by Mr. Leonard Loupe for a National Guard Leadership Social at Myhand Park on June 23rd was approved on a motion by Councilman Cazes, 2nd by Councilman Parrish and adopted.
It was the general consensus that an open container request by Jacob Crochet for a birthday party to be held at his home, was not needed.
New Business: Official Journal: A motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to name The West Side Journal the "Official Journal" for the Town of Addis, subject to a charge of $6.00 per legal square for minutes, resolutions, ordinances and special elections, with display advertising for public notices to be charged at $5.80 per column inch, along with other stipulations noted in the "bid" letter attached to and made a part of these minutes. The motion was adopted.
LMA District H meeting: Mayor Bourgeois advised that the annual LMA District H meeting will be held in Slaughter on June 21st.
Annual Town Meeting & Awards Ceremony: Mayor Bourgeois advised that this annual meeting will be held in September. There will be two 25-year recipients, Mr. Ges LeBlanc and Mr. Gene Bertrand.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish to expend money necessary to host this event. The motion was adopted.
National League of Cities: A motion was made by Councilman Parrish, 2nd by Councilman Toups to pay expenses for Councilman Landry and Councilman Cazes to attend the National League of Cities convention which is to be held in New Orleans. The motion was adopted.
Public Comments: Mr. Mike Landry advised that garbage on DeMoss has not been picked up recently. He further advised that the road is sinking in the cul-d-sac on Younger Drive.
Mr. Todd Leveron asked that some action be taken about a pit bull which is left on a lease when the owners leave.

Fire Meeting: At 8:58 p.m. a motion to temporarily adjourn the meeting and hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 9:21 p.m. a motion to return to regular session was made by Councilman Toups, 2nd by Councilman Parrish and adopted.
Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.
Mayor Bourgeois called a special meeting of the Mayor and Town Council for 7:00 p.m. on Wednesday, June 27, 2007 to pay bills presented; address requests by Mr. Scott and the Myhand family, and any other business which is properly presented.
Sewer: A discussion was held on the need for another bore under the railroad for new developments west of the "main line".
A motion was made by Councilman Cazes, 2nd by Councilman Parrish to provide another bore under the railroad tracks to service developments west of the "main line". The motion was adopted.
Drainage: None Buildings: None Streets and Roads: Mayor Bourgeois advised that he spoke with Ed Hannum who advised that we should know something by June 18th on the grant for repair of the streets in Addis Place.
It was decided that a quote from L & O Contractors for installation of catch basins in West River, in the amount of $14,000.00 be accepted.
Adjourn: The meeting was adjourned at 9:35 p.m. on a motion by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
