Regular Meeting: January 3, 2007
TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, January 3, 2007 at the Addis Municipal Center. The Pledge to the Flag was recited.
Roll Call: Present: Mayor Bourgeois, Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None
Minutes: The minutes of the regular meeting of December 6th were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.
The minutes of the special meeting of December 20th were approved, as mailed, on a motion by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.
Special Business: Team City: Mayor Bourgeois explained Entergy’s concept of “Team City”. Representatives from Entergy will be invited to attend the February meeting for more information.
Parish Council: No report.
Sewer Report: The monthly report, given by John Artigue, included 21 equipment failures; one tank installation and one miscellaneous call. The sewer machine was run in a line in Addis Place to unplug the line; tie-in inspections were – 3 in Sugar Mill; 2 in Missouri Acres; and 1 in River Landing.
Police Report: Mayor Bourgeois read the police report for December, 2006 which included 103 traffic citations issued; 6 misdemeanor arrests; 2 felony arrests and 5 vehicle crashes. The misdemeanor arrests were: 2-traffic; 2-narcotics; 2- domestic battery. The felony arrests were 2 for burglary.
Planning & Zoning: Mayor Bourgeois advised that the Parish inspector will review the site and architectural structure plans for the condos being built in Sugar Mill. Following a discussion of these reviews, a motion was made by Councilman Landry, 2nd by Councilman Parrish to make a 60/40 payment (of the building permit costs) to the Parish for the inspections on the 81 condos being built in Sugar Mill. The motion was adopted unanimously.
Old Business: Museum Park: Mayor Bourgeois advised that he will contact Mrs. Peeples to redraw the park plans and make the revisions pointed out by the Council.
Mrs. Brown from Bird Heights approached the Council with pictures of the water around her home following the recent heavy rains. She was advised that the drainage in town is being monitored carefully, and no homes were flooded during the recent rains.

New Business: 2006 Audit Questionnaire: A motion was made by Councilman Landry, 2nd by Councilman Cazes to authorize Mayor Bourgeois to sign the completed questionnaire for the 2006 audit. The motion was adopted.
Employee Salary Increases: A motion was made by Councilman Cazes, 2nd by Councilman Toups to grant all non-elected employees a 5% raise in salary, effective January 1, 2007. The motion was adopted.
Janitorial Contract: Mayor Bourgeois asked three times for bids from the floor for the 2007 janitorial contract.
One bid was received and opened: C & I Cleaning Service in the amount of $420.00 per month.
A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish to grant the 2007 contract for the cleaning of the Municipal Building to C & I Cleaning Service in the amount of $420.00 per month. The motion was adopted.
Police: Officer Langlois apologized for being late to the meeting and explained that he was working an accident in which a pedestrian was hit by a vehicle on the Service Road.
Computers: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to replace 3 computers in the police department and 2 computers in the main office for the Town. The motion was adopted.
Seneca Contract: Following a discussion, it was decided that a contract would be drawn up for Eric Seneca to maintain the Town’s computers.
Fireman’s Parade: A motion was made by Councilman Parrish, 2nd by Councilman Cazes to expend monies necessary to participate in the Fireman’s parade to be held on February 11th. The motion was adopted.
Fire Sub-District #1 meeting: At 7:28 p.m., a motion was made by Councilman Gauthreaux, 2nd by Councilman Cazes to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1. The motion was adopted.
At 7:29 p.m. a motion to return to regular session was made by Councilman Parrish, 2nd by Councilman Gauthreaux and adopted.
Committee Reports: Bills: A motion to pay bills found in order was made by Councilman Toups, 2nd by Councilman Gauthreaux and adopted.

Sewerage: A motion was made by Councilman Parrish, 2nd by Councilman Cazes to authorize the replacement of the recirculating pump in the boat clarifier at the sewer plant. The motion was adopted.
John advised that the sewer work has begun on Phase 3 in Sugar Mill.
Drainage: John advised that his crew has been cleaning ditch the past few days.
A discussion was held on a dry ramp on the east side of First Street which may be causing problems. Mr. Oscar Boudreaux, engineer, will be asked to look at this location and give his recommendations.
Streets, Roads, etc: A motion to go into Executive Session to discuss pending litigation was made at 7:42 p.m. by Councilman Gauthreaux, 2nd by Councilman Landry and adopted.
A motion to return to regular session was made at 7:57 p.m. by Councilman Landry, 2nd by Councilman Toups and adopted.
Mayor Bourgeois advised that a matter of pending litigation was discussed in Executive Session.
The meeting was adjourned at 7:58 p.m. on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.
