TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, February 7, 2007 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the regular meeting of January 3, 2007 were approved, as mailed, on a motion by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted.

Special Business: Team City-Entergy: Mr. Owen Cope of Entergy introduced Ms. Karen Yates who explained the concept behind the “Team City” program and outlined some of the advantages to being a team city. Grants up to $5,000.00 for marketing projects and up to $10,000.00 for infrastructure programs are available to team city participants. She advised that towns/cities in West Baton Rouge were redesignated as team cities in December.

Correspondence: Mayor Bourgeois read a letter of thanks from Mayor “Football” Badeaux for the Town’s congratulatory message in a recent tribute to Mayor Badeaux for his fifty years of public service.

Parish Council: Mr. Randy Mouch advised (1) letters were sent to Water Districts 1 and 2 concerning consolidation of the two districts. Water District #1 did not discuss the matter at length at their meeting, and Water District #2 is not very interested in the consolidation. (2) the parish will conduct studies to find ways of getting rid of water sooner during heavy rain episodes (3) the Chamber of Commerce will be moving their offices to the Addis Community Center temporarily (4) the parish bicentennial will be held on March 31 at 10:00 a.m. The date coincides with the annual kite festival, and (5) underground water lines are being installed in the ballparks and basketball courts are being built in Myhand Park and Erwinville Park.

Police Report: The monthly report, given by Chief Anderson, included 83 tickets written; 7 misdemeanor arrests; 4 felony arrests; 4 vehicle wrecks worked. The misdemeanor arrests were: 2-traffic; 2-simple battery; 1-warrant; 1-hit and run; 1-trespassing. The felony arrests were 3-narcotics; and 1 second degree battery.
Chief Anderson advised that he has asked his night patrol officers to check for streets lights which are out, mark the poles with ribbon and turn in the address to the office.
A motion was made by Councilman Toups, 2nd by Councilman Parrish to authorize necessary overtime, as well as expense for breakfast and lunch for officers working the Fireman’s parade on Sunday, February 11th. The motion was adopted.

Sewer Report: The monthly report, given by John Artigue, included 18 equipment failures; 2 jammed pumps; 1 leak; 1 tank relocation; 1 electrical relocation and 5 miscellaneous calls. There was one tie-in inspection in Sugar Mill.
Councilman Toups asked John to check the Foret/First Street pump station for odor.

Planning & Zoning: A motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to expend funds necessary to host the CRPC meeting in March at the Community Center. The motion was adopted.

Annexation: No petition was presented. The Council was advised that the owner of the property in question is in Tennessee. More at a later meeting.

Sugar Mill: The discussion and action on proposed revisions to the plat of the First Filing in Sugar Mill was tabled until a later date on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

A motion was made by Councilman Landry, 2nd by Councilman Cazes to approve the subdivision of Lot A-2 on the final plat of the Second filing in Sugar Mill Plantation, said approval to be done administratively, contingent upon the signatures of the Mayor and Planning & Zoning Commission Chairperson. The motion was adopted.
A motion was made by Councilman Landry, 2nd by Councilman Parrish to approve the final plat of the Second Filing of Sugar Mill Plantation, as presented, contingent upon the signatures of the Mayor and Chairman of the Planning & Zoning Commission on the section that was administratively subdivided and grant substantial completion on this portion of the subdivision. The motion was adopted.

Old Business: CBG update (Rural Development) Mayor Bourgeois advised that he spoke with the state and was told that an announcement on the grant awards should be made in February.
Mayor Bourgeois further advised that he spoke with Ed Hannum and was told that the state, under the CDBGrant, is distributing money to fund grants that were short of the cost of the projects, instead of funding additional grants.

Computer Contract: A contract that was drawn up for the maintenance of the town’s computers was distributed, and the Council was asked to review it for discussion at a future meeting.

New Business: Drainage-Hubert Dupuy. Following a discussion on the drainage problem on the Bible/Oubre properties a motion was made by Councilman Parrish, 2nd by Councilman Cazes to purchase approximately 220’ of 15” culverts and 30’ of 18” culverts to be installed along the front and side of this area. The motion was adopted.

Project to Begin: Following a discussion on various projects on the five-year plan, a motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to authorize John Artigue to purchase and install catch basins at the intersections in West River Subdivision in preparation of the resurfacing the streets in the subdivision. The motion was adopted.
A motion was made by Councilman Cazes, 2nd by Councilman Landry to authorize Mayor Bourgeois to contact Entergy to get prices on lighting for the Highway through Town. The motion was adopted.

Clean City: The Mayor and Council are not interested in participating in the Clean City Program at this time.

Ordinance-60’ Right of Way: A motion was made by Councilman Toups, 2nd by Councilman Parrish, and adopted, to introduce an ordinance amending the Addis Code of Ordinances, particularly, Appendix B, the subdivision ordinance; and appendix C, the Zoning ordinance providing that a 60’ right-of-way abutting and adjacent to railroad right-of-way be dedicated to the Town on any property that is abutting and adjacent to any railroad right of way within the town limits, which is presented to the town for subdivision, rezoning and/or development, with a public hearing to be held at the regular meeting on March 7th, and action taken at the meeting on the ordinance.

George Gonzales’ Son: Mayor Bourgeois advised that the son of former Addis police officer George Gonzales is going to Europe on the student ambassador program and is asking for financial help. The Town is prohibited from making a personal donation of this type, but individuals are welcome to participate.

Open Early-Chuck’s: A request from Ms. Crosbie, owner of Chuck’s Bar to open early (9:00 a.m.) on parade day, February 11th, was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Toups and adopted. Mayor Bourgeois advised that the “open container” restriction was lifted by ordinance on parade day.

Open Container: A request from Krisi Rivet for an Open Container permit for a benefit for Judy Ramagos to be held on March 17, 2007 at Myhand Park, was approved on a motion by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.

Public Comments: None

At 8:07 p.m. a motion was made by Councilman Cazes, 2nd by Councilman Landry and adopted to temporarily adjourn the meeting and hold the regular meeting of the Board of Commissioner for Fire Sub-District #1 of WBR.
At 8:25 p.m. a motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilman Parrish, 2nd by Councilman Toups and adopted.

Committee Reports: Financial: A motion to pay bills found in order was made by Councilman Landry, 2nd by Councilman Cazes and adopted.

Sewerage: A motion was made by Councilman Gauthreaux, 2nd by Councilman Parrish and adopted to purchase 5 pumps at $1,300.00 each.
A motion was made by Councilman Cazes, 2nd by Councilman Parrish and adopted to authorize John Artigue to contact a fence company to install a fence around the “Messina” lift station.
Police: Chief Anderson requested Executive Session. Personnel: None
Drainage: John advised that he spoke with the Parish and they have put two ditches in Town on their work schedule for cleaning out.
John further advised that he will work on the ditch around the walking tract in the subdivision as soon as the weather clears up.
Streets, Roads, etc: No further Buildings: None

Executive Session: At 8:50 p.m. a motion to go into Executive Session to discuss police personnel and possible litigation was made by Councilman Gauthreaux, 2nd by Councilman Cazes and adopted.
At 9:08 p.m. a motion to return to regular session was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.

Mayor Bourgeois advised that the purpose of Executive Session was to discuss a police personnel matter, and possible litigation.
As a result of Executive Session, a motion was made by Councilman Parrish, 2nd by Councilman Toups to accept the recommendation of Chief Anderson to promote Officer Jason Langlois to Corporal with a $100.00 increase in salary, effective February 1, 2007. The motion was adopted.

A motion was made by Councilman Landry, 2nd by Councilman Toups, and adopted, to introduce an Ordinance to grant the Mayor a $200.00 increase in salary, from $1,500.00 to $1,700.00, effective February 1, 2007, with a public hearing on the proposed ordinance to be held at the March 7, 2007 regular meeting.

In other business, a discussion was held on the deplorable condition of property near the Main Street “barn”. A letter will be sent to the occupant giving ten days to clean up the property.

The meeting was adjourned at 9:15 p.m. on a motion by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
