Regular Meeting: December 5, 2007

TOWN OF ADDIS MINUTES

The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Bourgeois at 7:00 p.m. on Wednesday, December 5, 2007 at the Addis Municipal Center. The Pledge to the Flag was recited.

Roll Call: Present: Mayor Bourgeois; Councilmen Cazes; Gauthreaux; Landry; Parrish; Toups.
Absent: None

Minutes: The minutes of the November 7th regular meeting were approved, as mailed, on a motion by Councilman Landry, 2nd by Councilman Toups and adopted.

Correspondence: Mayor Bourgeois announced an open house to be held by the Chamber of Commerce on December 6th.

Special Business; Parish Council: There was no report.

Sewer Report: The monthly report, given by John Artigue, included 20 equipment failures; 1 jammed pump; 1 leak and 3 miscellaneous calls. The sewer machine was used to unplug a line at Fisher Trailer Park; the pump breaker, pump and contactor were replaced at the First Street pump station; and one tank pump was replaced.

Police Report: The police report, given by Chief Anderson, included 166 traffic citations issued; 14 misdemeanor arrests; 2 felony arrests and 2 vehicle crashes. The misdemeanor arrests were: 6-disturbing the peace/domestic violence; 2- traffic; 1- theft; 2 -O.P.C.; 2- warrants; 1- damage to property. The felony arrests were 2-narcotics.

Planning & Zoning Commission: Mayor Bourgeois advised that the P & Z would not hold a meeting in December. Notice has been published.
In the absence of the principles involved in a resubdivision request, and the fact that a revised plat was not available, a motion was made by Councilman Gauthreaux, 2nd by Councilman Landry to table action on this request until it goes back through the proper channels with an amended plat. The motion was adopted.

OLD BUSINESS: Holiday Pay-Police: A motion was made by Councilman Toups, 2nd by Councilman Cazes to amend the 2007 budget to reflect eight hours of regular pay on holidays for "off duty" police officers, retroactive to the 2007 Thanksgiving holidays. The motion was adopted.

Planning & Zoning: Mr. Toby Berthelot arrived, and a motion was made by Councilman Cazes, 2nd by Councilman Gauthreaux to reopen discussion on the Berthelot property subdivision. Mr. Berthelot presented an amended plat showing proper lines for the division of property.
Following a discussion, a motion was made by Councilman Landry, 2nd by Councilman Cazes to accept the recommendation of the Planning & Zoning to approve the amended plat for subdivision of property as presented by Mr. Berthelot. the motion was adopted.

Janitorial Contract: Due to the fact that no bids were received on the janitorial contract, a motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to extend the bid process 30 days. The motion was adopted.

NEW BUSINESS: CARL LEE: Mr. Lee approached the Council for permission to put a travel trailer on the Addis Seafood property to be used as a residence for one of the workers. Following a discussion on the mobile home ordinance, a motion was made by Councilman Landry, 2nd by Councilman Toups to deny the request by Mr. Lee to install a travel trailer as a residence. The motion was adopted.

Bonnie Kleinpeter: Mrs. Bonnie Kleinpeter was recognized and spoke on the problems of dangerous dogs in Town. She would like to see the town and parish joint together to set guidelins for recovery of animals from the pound, and to try to pick up as many "dangerous" animals as possible. Mayor Bourgeois advised that he will contact the Parish and try to set up some form of action.

2007 audit: A motion was made by Councilman Gauthreaux, 2nd by Councilman Toups to approve the engagement letter for the 2007 audit presented by Mrs. Kathleen Beard, with a fee of $11,000.00. The motion was adopted.

RY O. Martin Logging: A discussion was held on a logging company using Main Street extension to haul logs. The Town has requested that a $250,000.00 bond be furnished in case of road failure due to this increased activity. Mr. Berthelot advised that the Company involved has decided that no logging will take place at this time.

Mardi Gras Parade: A motion was made by Councilman Cazes, 2nd by Councilman Parrish to expend monies necessary for participation in the annual Fireman's Auxiliary Mardi Gras parade. The motion was adopted.

Public Comments: Councilman Gauthreaux asked that a Baton Rouge Tree Service abandoned truck which is parked on the south end of Town be removed, and owners of other abandoned vehicles be contacted to remove these items.

Mrs. Kleinpter asked about the pay raise for Chief Anderson. She was told that the Council will discuss this further and action taken when the 2008 budget is approved.

Fire Sub-District #1 meeting: At 7:43 p.m. a motion to temporarily adjourn the meeting in order to hold the regular meeting of the Board of Commissioners for Fire Sub-District #1 of WBR,. was made by Councilman Gauthreaux, 2nd by Councilman Toups and adopted.
At 8:02 p.m. a motion to reconvene the regular meeting of the Mayor and Town Council was made by Councilman Parrish, 2nd by Councilman Toups and adopted.

Committee Reports: Finance: A motion to pay bills found in order was made by Councilman Landry, 2nd by Councilman Gauthreaux and adopted.
Mayor Bourgeois advised that bids on street improvements will be opened at 4:00 p.m. on December 18th and a special meeting will be held at 5:00 p.m. on December 19th to take action on the bids and handle any other business which is presented for the agenda or brought up at the meeting.
Mayor Bourgeois further advised that he spoke with Mrs. Marlene Richard who advised that the cost of lighting the highway would be about $350,000.00.

Sewer: None Police: None

Personnel: Mayor Bourgeois advised that 2 or 3 new people will be hired next year. Current employees will be given the opportunity to choose the department they want to work in. Job descriptions will be drawn and schools will be research.

Drainage: John Artigue reported that the Myhand ditch/culvert project has been completed. The work was done with a grant received from the State.

Buildings: John advised that a building is needed at the plant for storage. The "canning factory"
building which is presently being used is rapidly deteriorating.

Streets, Roads, etc.: Mayor Bourgeois advised that bids received will be opened at 4:00 p.m. on Tuesday, December 18th. Action on the bids will take place at a special meeting to be held at 5:00 p.m. on Wednesday, December 19th.

In answer to a comment by a citizen, Mayor Bourgeois advised that the Sheriff's office will be contacted to have prisoners pick up trash along the Highway.

Adjourn: The meeting was adjourned at 8:14 p.m. on a motion by Councilman Toups, 2nd by Councilman Parrish and adopted.
