Regular Meeting: August 1, 2007
TOWN OF ADDIS MINUTES
The regular meeting of the Mayor and Town Council for the Town of Addis was held at 7:00 p.m. on Wednesday, August 1, 2007 at the Addis Municipal Center. In the absence of the Mayor, Mayor Pro Tempore Landry called the meeting to order and led the Pledge to the Flag.
Roll Call: Present: Mayor Pro Tempore Landry, Councilmen Cazes; Parrish.
Absent: Mayor Bourgeois; Councilmen Gauthreaux; Toups.
Minutes: The minutes of the July 18th regular meeting were approved, as mailed, on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.
Parish Council: Mr. Mouch advised that, at their last meeting, the Parish Council passed a resolution granting a 10 year tax exemption for the proposed movie studio; (2) Allied Waste started the large trash pickup Monday and will be in this area for a week; (3)bids were let on the new riding arena which will be located behind the County Agent's office; and (4) Bids on the renovation of the old Port building, which will house the new Communications buildings, will be let soon.
Sewer Report: The monthly sewer report, given by John Artigue, included 14 equipment failures; 5 jammed pumps; 1 leak; and 4 miscellaneous calls. One tank lid was replaced; Sugar Mill #2 pump station went on line; Tie-in inspections were made on 3 condominums in Sugar Mill; 9 in Sugar Mill #2; and one in River Landing. The discharge pipes and check valves on the First Street pump station were replaced.
Police Report: The police report, given by Chief Anderson, included 157 traffic citations issued; 18 misdemeanor arrests; 14 felony arrests and 6 vehicle wrecks worked. The misdemeanor arrests were 3-traffic; 8-disturbing the peace; 2-theft; 1-trespass and 4-narcotics. The felony arrests were 2-second degree murder (infant); 5 narcotics; 5 burglary; 1 terrorizing; and 1 aggravated cruelty to animals.
Planning & Zoning: The Sugar Mill apartment drawings were delivered. They are being reviewed by Kevin Durbin.
New Business: Louis Mouch; Alonzo Goleman; Trish Landry; Brusly Chief Jamie Whaley; Faye Watts and Bobby Hebert, all spoke in favor of Addis having a "full time" police chief. Councilman Parrish advised that this matter is being discussed by the Mayor and Council and a decision should be forthcoming in the near future.
Car Cameras: A motion was made by Councilman Parrish, 2nd by Councilman Cazes to purchase 3 new digital cameras @ $3,000.00 each for the police cars. The motion was adopted.

Public Comments: A citizen asked why the Council could vote on the cameras and not on the full-time pay for the police chief. He was advised that the chief's salary would affect the budget and the Councilmen present preferred that the full council be present for this type of decision.
Fire Meeting: At 7:31 p.m. a motion was made by Councilman Cazes, 2nd by Councilman Parrish to temporarily adjourn the meeting and hold the meeting of the Board of Commissioners of Fire Sub-District #1 of WBR. The motion was adopted.
At 7:42 p.m. a motion to reconvene the regular meeting of the Town Council was made by Councilman Parrish, 2nd by Councilman Cazes and adopted.
Committees: Finance: A motion to pay bills found in order was made by Councilman Cazes, 2nd by Councilman Parrish and adopted.
Sewer: At the request of John Artigue, a motion was made by Councilman Cazes, 2nd by Councilman Parrish to purchase spare parts for the sewer pump stations @ $5,866.98; and 5 pumps for $7,114.30. The motion was adopted.
Police: Chief Anderson asked for Executive Session under Personnel.
Drainage: John advised that the Parish has cleared some ditches, however, there is a problem in Sugar Mill with servitudes. Mr. Mourch addressed a problem with drainage which he has observed.
Buildings: None
Streets, Roads, etc: John advised that the work on the culverts in West River Subdivision is ongoing. One citizen reported dips in the road in River Landing Subdivision and other bad spots in the roads.
Personnel: At 8:07 p.m. a motion to go into Executive Session to discuss police personnel was made by Councilman Parrish, 2nd by Councilman Cazes and adopted.
At 8:20 p.m. a motion to return to regular session was made by Councilman Parrish, 2nd by Councilman Caze and adopted.
Mr. Landry advised that a police personnel matter was discussed and asked Chief Anderson for his recommendation.
As a result of Executive Session and on the recommendation of Chief Anderson, a motion was made by Councilman Parrish, 2nd by Councilman Cazes to hire Mr. Rober Williams as a full time police officer to fill the vacancy created by Travis Morris' leaving;

effective 08-01-07, or sooner if his present position allows; at a salary of $1,700.00. The motion was adopted.
The meeting was adjourned at 8:22 p.m. on a motion by Councilman Parrish, 2nd by Councilman Cazes and adopted.
